I know that this bill will be passed, but I am concerned that we are taking 123 million dollars of taxpayer money - it s not government money - taxpayers dollars, and simply sending them to areas that don t necessarily need them.

Let s look at some other facts, Department of Health and Human Services estimates that there are 21 million eligible households in this country that should receive assistance under this program. It s estimated also, but the Department of Health and Human Services that fewer than 8 million households will actually be served due to insufficient funds.

Representative Silvio Conte (R - Massachusetts) First of all, you ll agree with me that we appropriated a billion 8 last year. And by your own statement in the well of the House, 29 million dollars was returned by some Southern states last year. Representative Bob Livingston (R - Louisiana), 29 million dollars was returned to the Federal Government. Representative Silvio Conte (R - Massachusetts), - to the Federal Government, which was reallocated to some of the other states. Under the Gentleman from Louisiana s own admission, this is a colder winter than last winter. Fuel has gone up by 12.7%. Natural gas has gone up by 20% over last year. And the price of oil has increased 15.7% over the last year. Now you tell me what magician can come out with a figure less than a billion 8? That s all we re saying. And actually it should be 2.2 billion dollars.

This recession started back in 1978 and we have been on a steady downward path ever since that with only a couple of times when the economy has moved up just a little bit. And so what this administration is trying to do is correct some major economic problems that it inherited. And the kinds of political speeches that indicate that somehow our economic problems are a result to policies that really only went into effect a few weeks ago, is just sheer political speech-making, it has no basis in fact. And I thank the gentleman. Representative David Bonior (D - Michigan), If the gentleman believes that this recession started in 1978, I have a used car I d like to sell him.

Representative Charles Dougherty (R - Pennsylvania), But let s put politics aside ladies and gentlemen, and let s deal with the issue. If the Democrats have a good plan to deal with the problems of unemployment in this country, or high inflation, or high interest rates, bring it to the Floor. This is one Republican that is prepared to vote for something that will settle unemployment. But I sat here for 3 hours this afternoon, and I m sick and tired of hearing everybody play the unemployment problem for politics instead of playing it for resolution.
