And by your own statement in the well of the House, 29 million dollars was returned by some Southern states last year. Representative Bob Livingston (R - Louisiana), 29 million dollars was returned to the Federal Government. Representative Silvio Conte (R - Massachusetts), - to the Federal Government, which was reallocated to some of the other states. Under the Gentleman from Louisiana s own admission, this is a colder winter than last winter. Fuel has gone up by 12.7%. Natural gas has gone up by 20% over last year. And the price of oil has increased 15.7% over the last year. Now you tell me what magician can come out with a figure less than a billion 8? That s all we re saying. And actually it should be 2.2 billion dollars.

This recession started back in 1978 and we have been on a steady downward path ever since that with only a couple of times when the economy has moved up just a little bit. And so what this administration is trying to do is correct some major economic problems that it inherited.
