[20.04.12-WERTHEIMER] WERTHEIMER says the ELECTION YEAR is having an effect on budget debate. DEMOCRATS wanted to wait for the first few PRIMARIES to begin making BUDGET decisions. Results of first primaries is a sense that voters do not want "pandering to SPECIAL INTERESTS". DUKE asks if YUPPIES in CAPITOL HILL are in favor of HART. WERTHEIMER-Some members of CONGRESS favor HART, less than for MONDALE, but there are plenty of YUPPIES on CAPITOL HILL, getting "younger and more aspiring every day". DUKE laughs, asks ROBERTS for here report on HART. [20.05.04-ROBERTS] ROBERTS says that HART'S campaign raises questions on exactly what HART'S ideas and policies are. ROBERTS talked to HART'S colleagues in the SENATE and CONGRESS to get a sense of HART'S m.o. on the HILL. [20.05.21-closeup of hand, working buttons on a multiline phone-pulls back to show young women campaign workers answering questions from callers about HART'S stances on ISSUES-one staffer explains HART'S PRO-CHOICE position on ABORTION. The next call indicates that, yes indeed, HART is concerned about JOBS for AMERICANS.] [20.05.41] ROBERTS v.o.-HART staff working hard to get the word out to VOTERS on HART'S stands on issues. It's not easy-HART'S policies are not all LIBERAL or all CONSERVATIVE, and after 10 years in CONGRESS, doesn't have any major legislation to his credit. [continued shots of HART staffers at phones, working on computers, looking through files] But HART'S former chief of staff says HART has put forth his ideas, but not always in the traditional liberal DEMOCRAT mold. [20.05.57-Larry SMITH, seated in office] SMITH says HART has been involved in a host of social programs, concerned with making them more effective, but unlike trad. DEMOCRATS, he has been a hard worker in ARMS CONTROL and DEFENSE POLICY. [20.06.35-HART standing, delivering a presentation to a SENATE committee in an oak-paneled hearing room] ROBERTS v.o.-HART worked outside the framework of the ARMED SERVICE COMMITTEE to form a new CAUCUS ON MILITARY REFORM. HART speaks advocating a defense budget that is "not the most expensive the nation can afford", but balanced and adequate. Says that other members of CONGRESS have come together to form the new caucus as a kind of "MILITARY REFORM MOVEMENT". [20.07.15-shot of launch countdown timer-shot of MX missile launching from a silo for a test] ROBERTS v.o. HART'S defense budget calls for eliminating controversial programs like the MX MISSILE and B-1 BOMBER. [20.07.22-shot of NAVY DESTROYERS at sea, A-6 attack BOMBERS landing on AIRCRAFT CARRIER] ROBERTS v.o.-HART'S plan does call for beefing up NAVY, so the Senator has been called "ADMIRAL HART". [20.07.31-Paul HOVEN, Military Procurement Project, seated in office] HOVEN says HART and his allies have been called "CHEAP HAWKS", and it's partly true, but the specifics are not agreed on by all in the group. Basic principle of HART'S effort "more bang for less bucks". [20.07.51-HART addressing a CONGRESSIONAL meeting, large stack of papers on desk in front of him] ROBERTS v.o.-HART'S other major committee effort, ENVIRONMENT AND PUBLIC WORKS, HART took a "middle ground" between industry and regulation that often angered both sides. [camera pan from HART'S seat on committee panel across room to show witnesses and spectators-cut to closeup of HART] [20.08.02] ROBERTS v.o.-On the ENVIRONMENT COMMITTEE, HART made a public mark by investigating THREE MILE ISLAND, along with REPUBLICAN colleague Alan SIMPSON. [20.08.12-Sen. SIMPSON seated in front of bookshelves] SIMPSON says HART brought him on a helicopter to go to THREE MILE ISLAND, to survey the accident site. [20.08.34-aerial shot of THREE MILE ISLAND complex with COOLING TOWERS] ROBERTS v.o.-HART and SIMPSON worked to enact changes in nuclear policy, but HART was not successful in legislating a MORATORIUM on NUCLEAR POWER. This is indicative that HART'S strength is not in convincing others to take his point of view. [20.08.45-Larry SMITH, former HART aide] SMITH says HART'S form of LEADERSHIP is not about winning votes in a given framework of debate, but in influencing what the frame of debate will be. [20.09.00-HART exiting a building accompanied by aides-HART walking in a street surrounded by apparent supporters] ROBERTS v.o.-HART'S goal of changing the frame of debate is not easy in WASHINGTON, where people have established ways of doing business, so he has an "outsider" reputation. [20.09.11-Frank MANKIEWICZ, former George McGOVERN aide] ROBERTS v.o.-MANKIEWICZ is familiar with HART from the McGOVERN campaign in 1972. MANKIEWICZ says if there is a "SENATE CLUB", HART is not the kind of SENATOR who would be a member. [20.09.23-Sen. SIMPSON] SIMPSON says HART worked in his own individualistic way, and it's a threat to many. [20.09.33-pan of exterior of CAPITOL to a townhouse across street] ROBERTS v.o.-HART did form a "club" of sorts which met at a lobbyist's home, 12 lawmakers, including CONGRESSMEN Martin FROST, a strong HART supporter. [20.09.45-Rep. FROST, seated, interviewed by ROBERTS] FROST said it was a rare opportunity to talk to other legislators who understood different views on the issues. [20.10.03-HART, surrounded by security personnel, walks through crowd of REPORTERS to CAPITOL.] ROBERTS v.o.-HART had problems turning IDEAS into LEGISLATION. Not interested in the "nitty gritty" of legislation. [20.10.15-Sen. SIMPSON] SIMPSON says HART is impatient with the process of making legislation [20.10.24-HART speaking in a COMMITTEE meeting] Sen. SIMPSON v.o.-Legislation is "the dryest form of human endeavor". [20.10.30-SIMPSON] SIMPSON says legislation is about amendment, compromise, and time. HART was impatient and didn't like this. [20.10.43-MANKIEWICZ] MANKEIWICZ says HART was not the type of SENATOR to put in the gradual work over time to slowly bring an issue into law. [20.10.59-Rep. Martin FROST] FROST says HART is a pot-stirrer, trying to make people think, has a lot of ideas, not all are practical in the legislative arena, but always trying to bring attention to the issues. This is what a PRESIDENT should be, but to succeed as PRESIDENT, HART will need the help of "political technicians" to get his legislation enacted. [20.11.30]
[20.21.42] DUKE-REAGAN won first battle in SENATE over aid to EL SALVADOR and NICARAGUAN REBELS. Sen. Joseph BIDEN-he will bet that if REAGAN gets re-elected, then there will be AMERICANS fighting in EL SALVADOR. Sen. Patrick LEAHY (D-VT) thinks it's ridiculous to have AMERICAN TROOPS going to fight in EL SALVADOR. [20.21.46-Salvadorean military maneuvers] DUKE v.o. desc. Upcoming election between D'AUBUISSON and DUARTE, desirable to defeat rebels before election. [20.22.01-SALVADOREAN soldiers jump out of the back of a truck with rifles. Shots of soldiers. Shot of soldiers carrying bundles of BALLOTS into a building] DUKE v.o. says REAGAN contends no plan to send AMERICAN troops, but electoral process must be protected if peace is to be achieved. [Norteamericanos stepping down from Jet Airliner] Sen. David BOREN (D-OK) says that if rebels can disrupt the elections, there might not be any more democracy in EL SALVADOR. The U.S. should give aid. Sen. CHRISTOPHER DODD (D-CT) says it's the same old election year story, CONGRESS is afraid to cross REAGAN in case they get the blame for "losing El Salvador". [20.22.58-external of one wing of CAPITOL and Dome.] DUKE vo-REAGAN divided enough DEMOCRATS to win the issue in the SENATE. [Shots of meeting of ARMED SERVICES COMMITTEE, Sen. Claiborne PELL] DUKE-attempts to limit or ban US MILITARY involvment in El Salvador defeated. [20.23.20-Sen. BOREN] BOREN concerned that the U.S. might desert EL SALVADOR and leave it defenseless against the godless commies [not a quote]. Sen. DODD says that CONGRESS doesn't want to make a decision of any kind but would rather blame REAGAN after the fact. CONGRESS should take its responsibility under the CONSTITUTION to act. [20.24.02-DUKE] DEMOCRATS are divided in HOUSE as well, with Speaker O'NEILL against aid and Jim WRIGHT for it. Comments it is reminiscent of DEMOCRAT party splits over VIETNAM. [20.24.27-WERTHEIMER] introduces report on CIVIL RIGHTS COMMISSION, which is was questioned by N.O.W. and N.A.A.C.P. leaders in APPROPRIATIONS HEARINGS. Groups argued that the COMMISSION was not independent of the REAGAN administration and called for its funding to be taken away. [20.24.48-Rep. JULIAN DIXON in committee meeting] DIXON-the present CRC is a disgrace to legacy of past CRC, asks for funding to be taken away. Rep. Pat SCHROEDER says with regret that the time has come to end the CIVIL RIGHTS COMMISSION, it's not doing what it is supposed to do. Rep. Don EDWARDS, chair of subcommittee that oversees CRC: EDWARDS says its mind boggling, but women's and minority groups are begging for the cancellation of the CRC budget because they feel the commission is actually working to UNDERMINE progress on Civil Rights. Shots of committee members deliberating and of SCHROEDER testifying. [20.25.51] Rep. Bob GARCIA, chair of HISPANIC CAUCUS, arguing that the REAGAN administration has made the Commission a tool of the administration's policies. It is intended to be independent. Shot of committee chamber [20.26.09-COMMISSION chair Clarence PENDLETON-a BLACK CONSERVATIVE] PENDLETON says charges that the COMMISSION is not independent are discriminatory, LIBERAL DEMOCRATS don't have monopoly on civil rights. WERTHEIMER gives history of COMMISSION and its mandate. 20.26.45-current commissioner of CRC Mary BERRY. BERRY says the original purpose of the COMMISSION was to publish facts on discrimination, which it has done over the years. [20.26.55-short shots of SOUTHERN COPS hassling and turning FIRE HOSES on blacks.] BERRY says now the commission is not fulfilling the information mission. WERTHEIMER summarizes criticism of COMMISSION-it only looks for INDIVIDUAL discrimination instead of patterns, doesn't consider past effects of past discrimination, and requires proof of INTENT to discriminate to make charges. Rep. EDWARDS complains that the COMMISSION has not been investigating complaints as it has done historically, but is only propounding a set of views on CIVIL RIGHTS. 20.28.05-aerial shot of Washington MALL, 1960's CIVIL RIGHTS MARCHERS filling area around reflecting pool and WASHINGTON MONUMENT, WERTHEIMER says critics of CRC say the COMMISSION has stopped taking HISTORICAL PERSPECTIVE on CIVIL RIGHTS. Current commissioner PENDLETON and a former staffer express divergent views on need to consider past discrimination in current cases.

TITLE: "These Kids believe that Barnum was Right. City playground commission helps them have a circus with elephants (words blocked)." Crowds of kids surrounding what appears to be a fake circus car. "Municipal Circus" is painted on the top. The doors open and the Ringmaster makes his entrance into the crowds of children who wave anxiously. TITLE: "The ponderous pachyderm is peevish." Two men in elephant costume (think pantomime horse) run around the playground with the crowds of kids looking on. CU kids looking down into camera, swinging legs and waving, smiling. Elephant runs right up to camera TITLE: "Woah there!" Ringmaster performs with kids wearing horse costumes doing all the traditional circus tricks. TITLE: "Real ring stuff." Shots of a pantomime bull-fight with a cowboy holding up a large handkerchief. The bull collapses and the cowboy, with one foot on the bull, waves the handkerchief in victory. TITLE: 'Oo-oh Acrobats!" Kids line up on the ground, huddled close together as acrobats run and jump over them. A little editing fun here as one shot is cut in normally and then backwards as if the acrobat did the jump both ways! Same trick to show a human pyrimid assemble in a fraction of a second.

And what better spokemen for this than several of Western Civilization's greatest lovers? Roll call: Casanova, Don Juan, Rudolph Valentino, Marc Antony, Clark Gable, Richard Burton and the Duke of Winsor. Stills and motion footage of some of the likelier suspects, illustrations of the others. What's even worse is the producers hire a puggish lout with either a deep South Side Chicago or Brooklyn accent to pretend he's the aforementioned lovers. They simply put him in a suit or give him a distinctive hat and suddenly he's supposed to be that person, reading terrible lines from a cue card. Yes, this is certainly silly, but entertaining. 9) Sweet Heart Soap (B&W, sound)-- An adult couple shares a romantic dinner at a fancy restaurant. Great MS of older man smiling into the camera, toasting the glass; any closer and he woulda broke the lens. 2) Busch Beer Ads (B&W, sound)-- Several short spots featuring a man wearing a black suit and tie hocking the "frisky flavor" of Busch Beer. Some pitches occur in a kitchen, others in a darkened studio set. Not much of a budget. 3) Coco Wheats (B&W, sound)-- Creepy animation of a cartoon character named Mr. Magic, a fellow who seems to enjoy more macabre magic tricks like spinning his head til the neck looks like a pretzel. Yet he also enjoys serving a hot and hearty breakfast of Coco Wheats, much to the delight of a cartoon boy. Product shot of a cup of hot cocoa, a slice of chocolate cake and chocolate pie as Coco Wheat boxes appear behind them (meant to show what the hot cereal tastes like). Also can be found on BHC 102. 4) Melody Hill Wines (B&W, sound)-- animation of a grape singing to a smling sun, followed by a cartoon man happily sipping a glass of wine. Ad then turns into a "how potato chips are made" type of spot. The crew visit the Chesty factory. Good assembly line shots, the potato chips being processed from raw stock to finished chip to the grocer aisle nearest you. 13) Plastone Turtle Wax (color, sound)-- Another interesting oddity, meant for the limited eyes and ears of Turtle Wax employees. Opens with MS of two scantily clad pieces of cheesecake standing on a TV set made out to be either a Late Night talk show or retro-Vaudevillian stage. The gals silently draw show cards off an easel as a narrator announces the arrival of "Mr. Turtle Wax himself", the president of the company. Out he comes through curtains in BG, the girls taking an arm and walking him to a podium where they stop and kiss his cheek. The End. Odd, very odd. Pointless, too. 14) Ambassador (color, silent) 15) Red Ball Moving and Storage Company (color, silent) Familiar terrain, obvious shots.
